On May 9, President Obama signed an Executive Order that will make “vast amounts of America’s data open and easy to access for the first time in history.” This new “Open Data Policy” is intended to increase “government transparency and efficiency . . . while appropri - ately safeguarding privacy, confidentially, and security.” This desire for increased transparency parallels the keen interest Dr. Jill Long Thompson, chairman of the Farm Credit Administration (FCA), has long expressed in increasing government transparency. Now would be an excellent time for Chairman Long Thompson to embrace the new Open Data Policy by directing FCA staff to beginning releasing enforcement orders the FCA issues, just as the banking regulators have long done. Publicizing these orders would hardly violate anyone’s privacy or any confidentiality since FCS institutions are supposed to be accountable to their member/borrowers.  There cannot be FCS accountability if FCA enforcement orders are kept secret.
