By this measure, the FCS’s YBS lending has been declining. Over the last three years, from the end of 2009 to the end of 2012, the percentage of outstand- ing FCS loans and loan commitments to young farmers, as a percentage of all outstanding FCS loans and loan commitments, declined from 11.7% to 11.4%. For beginning farmers, the decline was more pronounced, from 19.5% for 2009 to 17.7% for 2012. For small farmers, outstanding credit declined from 24.4% for 2009 to 21.8% for 2012. FCA is working with USDA to develop a new definition of a “small” farmer that undoubtedly will help make the FCS’s YBS numbers look better.
